New Delhi – India has embarked on a significant new chapter in its rural development trajectory with the launch of an eight-year Country Strategic Opportunities Programme (COSOP) for 2026–2033, a collaborative effort with the International Fund for Agricultural Development (IFAD). Unveiled at the IFAD–India Partnership for Rural Prosperity event in New Delhi, this comprehensive strategy is designed to fortify rural incomes, bolster resilience, and cultivate sustainable livelihood opportunities throughout the country, in direct alignment with India's overarching vision of 'Viksit Bharat@2047'.
Strengthening Grassroots Institutions and Financial Inclusion
A cornerstone of the new COSOP is the emphasis on empowering grassroots institutions, including self-help groups (SHGs), farmer producer organizations (FPOs), and cooperatives. These entities are identified as pivotal in connecting rural communities with essential finance, advanced technology, critical infrastructure, and burgeoning markets. Over the past two decades, IFAD-supported projects in India have demonstrably contributed to women's financial inclusion through SHGs, improved market access for farmers, and fostered women-led enterprises by promoting value addition and e-commerce integration. The new programme seeks to build upon these successes, further embedding financial literacy and access within rural households.
Positioning India as a Global Leader in Rural Development
Beyond domestic impact, the COSOP aims to position India as a knowledge leader in the field of rural development. By documenting and sharing successful models and innovative practices – particularly in areas such as digital agriculture, inclusive rural finance, and climate-resilient value chains – India intends to offer valuable insights and scalable solutions to other nations, especially in Africa, Southeast Asia, and Latin America. This knowledge-sharing agenda underscores India's commitment to contributing to global sustainable development goals and fostering South-South cooperation.
A Systemic Approach to Long-Term Rural Prosperity
Donal Brown, IFAD Associate Vice-President, highlighted that the partnership transcends individual projects, focusing instead on constructing robust systems that integrate institutions, finance, infrastructure, and markets for enduring rural development. This systemic approach is crucial for creating an environment where rural economies can thrive independently and adapt to evolving challenges, including climate change. The programme's dual priorities are to enhance the social, economic, and climate resilience of rural communities and to strengthen knowledge systems for scaling successful development models. The strategy also acknowledges the significant role of sustained public investment, which has already broadened access to housing, rural connectivity, drinking water, sanitation, digital services, and social protection, with rural development budget allocations seeing a substantial increase over the past decade.
